Ryan Howells is a Principal at Leavitt Partners based out of the Washington, D.C. office. Ryan’s work with clients is focused the competencies required of risk-bearing entities who are transitioning to the value-based healthcare economy, enabling consumers to access more of their digital health data, disruptive distribution channels that have occurred through the emergence of public and private exchanges, and how the implementation of technology can improve the triple aim of reducing costs, increasing quality, and improving outcomes. Ryan’s over 20+ years of experience includes working with all sectors of the health care ecosystem including health plans, providers, hospitals, technology vendors, state Medicaid agencies, Medicare, and multiple departments within CMS.
Ryan is currently a member of CMS’ Medicaid Information Technology Architecture (MITA) Governance Board which certifies all state Medicaid technology initiatives nationwide and a board observer for a major technology company. Ryan has worked with the White House, Veteran’s Administration, CMS, CCIIO, ONC, and OCR on health care technology issues and is a frequent speaker at major industry events including: AHIP, HIMSS, Health 2.0, Medicaid Enterprise Systems Conference (MESC), National Academy of Medicine (NAM), Health Level Seven (HL7), ACHE, Health Datapalooza, and the Conference Board.
Ryan currently helps lead the CARIN Alliance, a multi-sector, public-private alliance focused on providing consumers digital access to their health information where, when, and how they need it. He is also the executive director of the Exchange Expansion Alliance which seeks to find innovative solutions for how CCIIO, states, and vendors can work together to implement private-sector technology solutions for states who want to have more control over their state insurance market. He also leads the Medicaid Technology Alliance (MTA), a group of states and vendors seeking to create a framework for how APIs can help deliver more business and program outcomes for state Medicaid agencies.
Mr. Howells’ experience prior to Leavitt Partners includes being the General Manager for Connecture’s Government business where he led Connecture’s work with 3 different state-based marketplaces and numerous state Medicaid agencies around the country. During his tenure, he managed a multi-million-dollar P&L, oversaw 400% growth in less than three years, and was involved in Connecture’s IPO in late 2014. Prior to Connecture, Ryan led the government operations division for iHealth Technologies which included helping save more than $500M for the Health and Human Services Commission (HHSC) in the state of Texas and CMS Recovery Audit Contractor (RAC) program for the Northeastern US. He worked as an Account Executive for numerous health plans including: GHI (now part of Emblem Health), Empire Blue Cross / Blue Shield of NY (now part of WellPoint), Health Net, Blue Shield of CA, WellCare Health Plans, Inc., Universal Health Care, Select Health of Utah, and Wellmark Blue Cross Blue Shield. His career also includes leading multi-million dollar implementations for Computer Sciences Corporation (CSC) and program managing Health Net, Inc.’s corporate internet initiatives that included helping to create MedUnite, the first national payer health insurance exchange (HIX) in the country.
Ryan received his master’s in health administration from the University of Southern California where he was a Dean’s Merit Scholar and has a bachelor’s degree in English from Brigham Young University. He is a Project Management Professional (PMP). He and his wife Alison and their 5 children live in Cumming, GA.
